De manière contre-intuitive au regard de la littérature, ces représentants patronaux à Bruxelles ont peu de ressources européennes et rencontrent rarement les membres des institutions politiques européennes. Tenus à l’écart des activités de lobbying, les délégués permanents se maintiennent en marge de l’Eurocratie. L’article identifie ainsi les différentes frontières qui contraignent la réalisation de leur activité transnationale : les concurrences internes aux espaces européen et français de représentation des intérêts patronaux ou encore les modalités de la division du travail au sein de l’organisation. Les enjeux d’une présence européenne essentiellement destinée à l’espace national éclairent in fine le fonctionnement de la confédération patronale française.Lire moins >

The Representatives of French Employers in Brussels and the Sidelines of Eurocracy since 1973 The article analyses constraints that shape transnational activity by focusing on actions led by the National Council of French Employers (CNPF-MEDEF) in Brussels since 1973. Contrary to dominant understandings in the academic literature, this group of French employer representatives have few European resources in terms of expertise and rarely meet with members of European political institutions. They are not involved in the European lobbying of their organization and they remain on the sidelines of “Eurocracy.” The article then identifies the various limits that constrain their transnational activities: competition with other employer representative organizations within European and French spaces, or the decision-making process on European subjects within the organization. Moreover, the study of this European presence which was essentially tied to stakes in the national space allows us to shed light on the inner-workings of the French employers’ confederation.Lire moins >
