Based upon this institution, an injured person's state of nationality presents a claim against the state alleged to be responsible for that injury, with a view to obtaining reparation. The customary law that governs this sphere of international law was collected and codified by the International Law Commission in two Draft Articles, formally adopted in 2001 and 2006.
