Show more >The frequency, complexity, and scale of catastrophic cross-border situations involve the need to enforce significant means to anticipate and prepare efficiently the required re-action to curb its consequences optimally. Exposure to cross-border risks is a global problem that requires grasping the impact of damage severity at the individual level as well as societal and environmental level. In the perspective, European civil protection is a proper policy focused on the protection of general interests that transcend the national framework. The conventional consecration of a Union's competence in this matter attests to a process intended to promote solidarity betwenn the Memeber States but also between their nationals. By combining the need for the competence of action and the adhesion of citizens to a Union policy, civil protection can legitimately be strenthened to be elevated to the rank of shared competence.Show less >
