This paper proposes five market models for the procurementof flexibility by transmission (TSO) and distributionsystem operators (DSOs), based on several TSO-DSO coordinationschemes, including a disjoint distribution, disjoint transmission,common, fragmented, and multi-level market. The properties ofthese models are then analyzed. In particular, the common marketis first proven to be more efficient than the other marketmodels. Then, different methods are proposed to adequately priceTSO/DSO interface flows, when procuring cross-grid flexibility. Itis then shown that, when interface flows are optimally priced, thefragmented and multi-level market solutions converge to those ofthe common market, reaching optimal efficiency. To prevent theneed for any network information sharing among system operatorsin the different coordination schemes, decomposition methodsbased on bi-level programming and the alternating directionmethod of multipliers (ADMM) are proposed. A developed casestudy, considering an interconnected transmission-distribution system,corroborates the mathematical findings by highlighting thegreater efficiency of the common market, the effect of adequateinterface pricing on reducing procurement costs, and the capabilityof the decomposition methods to reach optimal market solutionswith limited information exchange.Show less >
